II Eurasian Anti-Cartel Forum

On 16 September 2019, II Eurasian Anti-Cartel Forum organized under the auspices of the FAS Russia and the SPBILF took place in Moscow. Andrey Tsarikovskiy, State-Secretary - Deputy Head, Federal Antimonopoly Service of the Russian Federation, who opened the Forum, pointed out in his welcome speech the great importance of cartel fighting in the opinion of the Russian government: the Forum has been included into the Interministerial Program for Cartels Revelation and Elimination through 2023 adopted by the Prime Minister of the Russian Federation this year.

Andrey Tsarikovskiy spoke on the relevance of the issued under discussion, ‘Great number of cartels are specific for our country, it is caused by the legacy of state-controlled economy that existed in the USSR; there is also very high concentration of industrial facilities in Russia. The issues faced by all Eurasian countries are similar”.

In the course of the Forum, representatives of the FAS Russia, legal enforcement authorities and legal community discussed international and regional cooperation in investigations of anti-trust agreements and associated offenses, cooperation of competition regulators and law enforcement bodies in their fights against cartels, cartel and other anticompetitive agreements in the context of digital transformation of economy.
