On the Postponement of the 10th St. Petersburg International Legal Forum and on the Holding of a Special 9 1/2 th St. Petersburg International Legal Forum: Rule of Corona
Dear colleagues and friends,
The legal community, like the whole world, is currently facing a new reality as a result of the global COVID-19 epidemic.
Until now, we hoped that the pandemic would not develop too dramatically, and that global efforts to fight the disease would bring prompt, positive results. However, even the measures that have already been taken to protect people from the pandemic have made the holding of the Forum in its usual format impossible. There is an official ban on public events, national frontiers have almost entirely been closed, international transportation has been disrupted, the usual venue of the Forum is closed to visitors, and participants form many countries are strictly quarantined.
Therefore, we have been forced to postpone the Jubilee 10th St. Petersburg International Legal Forum until May 18-22, 2021.
It has been a hard decision. We were keen to make this Forum really special for all its guests and visitors, and we have put a great deal of effort into making that a reality. However, the safety of the participants in the Forum and St. Petersburg's population at large, and our desire to provide a high quality event for its guests are paramount.
Naturally, all those who have already paid for their participation in the Forum will be able, if they so desire, to receive a refund for the whole amount, or receive a certificate for participation in the Forum in 2021.
The events of the last few months have been a real trial for the whole of mankind. Overcoming the pandemic will depend, first of all, on two factors. Firstly, our main hopes lie in medical science and in the efforts of doctors and scientists to treat people and develop the required medicines and vaccines. There is, however, another equally important aspect of the fight against the coronavirus – society’s ability to organize and reorganize itself and to provide for the smooth operation of all social mechanisms is now of crucial importance. As in any critical situation, the extent to which people will follow the directions and orders of the authorities, comply with restrictions that are vital for the life and health of the people that surround them and carry out their obligations under contracts in good faith are all vital elements too, as is the protection of personal rights and property. All of these factors are, first and foremost, the responsibilities of lawyers. If lawyers do not do their job properly today, doctors may not even get the chance to step in and do their jobs.
We believe that the law as a universal social regulator is of vital importance in the fight against the global pandemic.
Therefore, we have decided to hold a special Forum exclusively on the legal aspects of social life under the conditions of the COVID-19 pandemic. In all of its main aspects, this Forum will be the same as the St. Petersburg International Legal Forum.It is anticipated that Dmitry Medvedev, Deputy Chairman of the Security Council of the Russian Federation, will take part in the special online Forum.
The best lawyers from around the world will take part, as they do in the “basic” Forum. Its discussions will be just as fascinating and intense. It will surprise us with cutting-edge ideas and the latest trends. The Forum’s roundtables, as with the roundtables held in the auditoriums of the General Staff Building that participants are accustomed to, will feature the finest barristers and the most experienced notaries from all over the world. They will all be making use of the opportunity for free and open discussions with CLOs of major corporations and top legal officials from almost 100 countries, as well as with global legal trendsetters.
Undoubtedly, the special Forum will differ from its regular counterpart. In keeping with the requirements of the day, the event will be held online. We are sure that this format, as well as allowing regular participants to take part, will get thousands lawyers from all over the world involved in the discussions. Thanks to the support of our General Partner — Gazprombank — and other financial partners of the SPBLF, we will be able to make participation in the special Forum free for all guests. We believe that in these times that are so hard for the whole of humanity, it is vital that we involve the widest possible range of expert lawyers in the development of legal solutions related to fighting the virus. As for its contents, the special Forum will be focused exclusively on legal aspects of social life under pandemic circumstances.
As the special Forum will be held after the Ninth but before the Tenth Jubilee St. Petersburg International Legal Forum, we have decided to title it the 9 1/2th St. Petersburg International Legal Forum: Rule of Corona.The agenda of the 9 1/2th Forum and information about its online platforms will be available on the Forum’s website in the very near future.
The Forum would also like to express its sincere support to everybody suffering from COVID-19’s impact on their personal and business affairs. We will undoubtedly overcome the pandemic! Take care of yourself, your families and friends!

In order to resolve issues with the refund of fees or to obtain the certificate for participation in the X SPBILF in 2021, we ask you to apply as soon as possible via email@example.com.
Since the X SPBILF has been rescheduled from May 2020 to a later date, participants with purchased packages can choose from the following options:
The provisional dates for the X SPBILF are May 18-22, 2021.
Every delegate whose registration fee for the X SPBILF has been paid (and their accompanying persons with purchased packages) will receive an email with detailed instructions to the address provided in the registration form. A similar instruction will be made available in your Personal Office at the Forum website.
If you had not received the email by March 26, 2020, please make sure to check your Junk/Unsolicited Email folders and reach out to the Delegate Management at firstname.lastname@example.org. or by calling +7 (812) 449-36-21.
Please bear in mind that the amount will be refunded to the legal entity/individual (customer) who effectuated the payment of the registration fee. If a bank card was used for the transaction, the amount will be refunded to the card that was used for the payment.
The refund will be issued as promptly as possible after the customer supplies all the documents necessary for its processing. We thank you for your understanding of the current situation.
All purchased X SPBILF participation packages shall remain valid without changes to the participant status or price.
Please bear in mind that the holders of participation packages are legal entities/individuals (customers) who effectuated the payment, and not the delegates/accompanying persons listed in corresponding participation agreements (offers) concluded before March 25, 2020.
The customers are free in their choice of delegates/accompanying persons who will participate in the X SPBILF when it is held (in 2021). For packages purchased at a special price, we would like to remind you that the participant(s) must meet the discount criteria, which you may find at the Form website.
We recommend reaching out directly to the responsible managers of the hotel where you booked accommodation.
You may find the cancellation rules of SPBILF official and recommended hotels in your Personal Office under Accommodation. In most cases, no cancellation fees apply if a booking is cancelled at least a month prior to the check-in date.

We recommend reaching out directly to the responsible manager of the hotel where you booked accommodation. Unfortunately, we are unable to provide any information regarding the cancellation policies of any hotels other than the official and recommended SPBILF hotels.
We recommend contacting the airline or other passenger transportation company you purchased the tickets from. Due to the spreading of the coronavirus infection, many passenger carriers have introduced flexible policies of trip rescheduling or cancellation.
